Byelection wins bolster Tories, eight seats from majority

OTTAWA—The governing Conservative Party's upset victory in a Quebec byelection last week showed that federal stimulus cash, a star candidate, and a top-notch campaign team could be the winning formula Prime Minister Stephen Harper needs to win the eight seats standing between him and a majority government in the next general election.
