Ten Percenters should be less partisan or be eliminated

Among the many different perks MPs have, and of the several different ways MPs can communicate with their constituents, the Ten Percenter program, has been garnering significant attention lately. A debate rages over whether the increasingly partisan mail program, paid for by the Canadian public, needs to be revised and if so, how?

MPs are currently allowed to send unlimited numbers of Ten Percenters to constituents in their riding...
